I Created Swap file (4GB) and enabled all extentions and setting for Magento 2.3.1 but installed 93% it stop working! So … before install, Should I turn off CSF and LFD ???

Did the installation process returned any error? Usually the process will stuck due to missing dependencies (e.g a PHP module). You can check the log of the install (if there is any of course). CSF should not be the cause here, but LFD can kill the process if it was using enough memory to trigger LFD.
