I am wondering if this service will allow me to main 1? IP Address and use Windows 8 Remote Desktop to access web applications like ebay

What does “main 1? IP Address” mean? “… and use Windows 8 Remote Desktop to access web applications like ebay” I’m a little confused by this. Don’t “web applications like ebay” require a web browser and not necessarily Windows 8 Remote Desktop?
