I know at once i can’t connect AWS & AZURE but want to connect any of server when required(either AWS or AZURE)

You could possibly make one of the openVPN servers the “main” server, and connect the other server to that one as a client.
Have your Ubuntu machine connect with the main openVpn server as a client.
Then, all servers will be on the same VPN, and you will be able to connect each one. This will require a few tweaks but it is totally possible.
