I dont have backups… Is there a way that Digitalocean would provide me my files? These files are not lost, just i have no way how to get them since my FTP, COmmand line or even SFTP doesnt working.

Your best bet would be to backup any needed files and start from a clean droplet. Applying wide open permissions to your whole filesystem is not an issue that would be easy to fix as it would require manually setting permissions for each file and directory in your filesystem.
