I just wondering that China IP address can access to your hosting server which is Singapore location, if I choose Singapore.
Now I am using Canadian web hosting, but Most of my clients from China, they can not access my website so I want to find out other company.

It depends a lot on the content of your server and the behavior of visitors. A lot of it is automated. For example, they use DPI to check for keywords in the URLs requested by your users over unencrypted connections. On the other hand, you can also be blocked for receiving/sending too much encrypted traffic.
