1: I have a question. when I buy a droplet by 5$. Do I can use the 10$ or 20$ for example for 1 hour or 1 day. If I have traffic in that day. and then back to use the 5$ again. And after that do I can use 10$ or 20$ then back using the 5$. Notes: I am talking about just 1 droplet.

You can only downgrade to a lower plan if you did not upgrade the disk.
So if you have a $5 plan, you can upgrade to anything above that, just don’t expand disk, and you can downgrade again. The upgrade takes about a minute and will require restart of your server.
You can not downgrade a (example) $20 plan with 40GB disk to a plan with lower disk space, i.e. $10 or $5 plans.
