I enter in my IP 138.197.3.13 but it doesnt show up. The droplet seems to be online from the menu.

Can you confirm how are you trying to reach your Droplet, is it via your browser or via SSH?
If it’s via your browser, in order for you to reach the Droplet on port 80 or 443, you’ll need to install a WebService like Apache or Nginx. If you are unsure how to do so, DigitalOcean have pretty good tutorials.
Nginx :

Apache :
If you can’t access your SSH, now this will need a little bit more troubleshooting. Firstly, how are you trying to access your droplet via SSH, are you using the DigitalOcean console or something else?
