Is it normal to have 2 active droplets when only managing 1 website?

It really depends on the setup and the configuration.

For example, one of the Droplets could be used as a Database server and the second one could be used as a web server. If this is the case you need to check your website configuration file and see if it is configured to connect to the external database server.

Also to check which server is the active one, you could use this DNS lookup tool here:

https://docs.digitalocean.com/products/networking/dns/

You can input your domain name and the tool will return the IP address of the Droplet that the domain name is pointing to.

What I would usually do in such a case is to first power off the Drople that I think is not being used. Then I would leave it powered off for a few days and fully test my website.

If there are no issues with the site, after those few days, that is when I would go ahead and delete the extra Droplet.

If you want to be extra safe, you could even take a backup of the Droplet before deleting it and leave the backup for some time until you are sure that it is not needed.
