I am trying to create a web app with a list of video files which a user may watch but can’t download. Is there a way to realize this with digital ocean means?

What you are describing it hotlink protection, and this isn’t a built in part of the service, so you would need to add that separately. Depending on which type of files you serve, how they are intended to be accessed, and so forth there are different approaches. If you are specifically working with video files, you can embed them inside of a player on a webpage, and then look for player that has built in protection for hot-linking.
