As the two location on DO are sometimes not available, either due to non availability or DDOS or others. So I wanted to know whether there is anyway to make use of 2 location and then use either of the server in case on failure of 1 server.

Depending on the circumstance, you might want to use a cache instead as well.
You can use a DNS service such as Amazon Route 53 with Health Checks so you can create two droplets in two different regions and have Amazon route to the second droplet if the first droplet cannot be reached.
