Perhaps it could be worded better, but “I think” the intended interpretation of Paragraph 2.4 is: <br> <br><b>“Users may not send bulk email utilizing … Network resources [provided by D.O.] unless…”</b> <br> <br>Thus, it follows that if you’re utilizing a 3rd-party’s network resources for a specific task, you only need to abide by the 3rd-party’s terms of service.
Regarding this paragraph from the ToS,

<br>is it considered to be bulk email " utilizing their Network resources" if we use a service like Mandrill that we connect to through an api from our server to send our emails?
