While there isn’t enough information here to know for certain what is causing the issue you are encountering I have an alternative solution that should be easier to set up and more secure.
This user-data script can be pasted into the user-data field (after selecting the checkbox) on the create page. It will automatically download and install XFCE and X2Go. X2Go is an alternative to VNC which I find performs better and runs over your encrypted SSH connection so security is baked in. You can find the clients to access it from Windows, Mac or Linux here.
