Hello, I’m serving API with heroku-php-nginx, I want to monitor application performance and push logs to Elasticsearch, is it possible to install APM on this instance?

You can install anything you want as long as you don’t have to make changes to the Kernel or something like that. As long as you only need a Virtual Environment - Droplet you should be able to install anything you want and manage it however you like.
Additionally, I take it you mean:
am I correct? If so, yes you should be able to install it without a problem!
