This is our current account (droplet) set up at the moment;

It was set up by Smarte on Gilts behalf. We (Gilts) would like to take over the account and relieve Smarte of their responsibility. Because the system is sensitive we don’t want to move it - just simply change the name across to Gilts. So we’re responsible for it and the billing comes to us. Therefore, all we want to know is how to do that?

There are two ways to do this.
The first is to have the original user create a snapshot of the droplet and then transfer the snapshot of the droplet to you.
From that snapshot you can create a new droplet with a new IP address.
The second way is to have that user add you got a new group organization, and then move that droplet into the group where you are a part of.
I think after that the original user can remove themselves from that group so that you would have ownership, but that needs to be double checked.
