First, I think the domain you mentioned - devagiricolleg.net has a typo in it as this domain is not registered anywhere.
As for the cPanel issue. Can you give more information about the problem? Is your cPanel service online on your droplet or is it down? You can try to restar it when you SSH to your droplet and type in
service cpsrvd restart
Additionally, can you see our disk space if it’s full and if your Apache service is running or not?
service httpd status
