I was unable to start mysql service running with apache when notice the disk size is full.
Upgraded the server and still facing the same issue. When checking the console it doesnt seem to show the updated siz3e of the server. Tried adding volume and it showed the same issue.

Have you resized the disk after the droplet was upgraded from the control panel?
I will recommend you to double check the link which Sri provided:

For ext3/4 filesystems, use resize2fs to resize the filesystem.
- resize2fs /dev/vda1
For XFS, use xfs_growfs to resize the filesystem.
- xfs_growfs /dev/vda1
