Not able to create droplet less than $20

Currency I have $20 droplet. I want to create a $5 droplet. Whenever I try to create a new drop I cannot select a droplet less than $20. $5 and $10 droplets are visible but disabled.
I don’t know how to go ahead. It is too costly for me to provide each of my client $20 drop. It is not working. If this is not resolving then I have to leave digital ocean and look for some cheaper options. Even google will cost less than this much.

Are you using a specific image from the Marketplace? This could happen if the app that you want to use requires more resources to run reliably.
This should not be the case for any base images.
