npm ci has been running for over 30 minutes.
Before running npm ci I removed all node_modules, which ran for one second.
For reference npm install ran for 14 seconds.

What could be causing npm ci to hang?

You can run it with more logging so you can see where it hangs:
npm ci --verbose
Also, inspect the droplet’s resource usage. Check the CPU and RAM usage using top or other monitoring tools. If the droplet is running out of resources, a hang on certain processes will be expected.
