DO states I must upgrade from 12 to 13. When I use the control panel to upgrade I get Upgrade failed. Is there anywhere to see the logs or understand why the update keeps failing?

Are you still getting that error? I recently upgraded my database from Postgres 12 to 16 gradually and it worked as expected.
If you are still seeing that error without any indication of what might be going on, I would suggest reaching out to the DigitalOcean support team who will be able to further advise you on this:
