What is the reason for this report?

resources created in a datacenter can communicate securely over their Private IP addresses

When I start a new droplet I see:

All resources created in this datacenter will be members of the same VPC network. They can communicate securely over their Private IP addresses.

Does it mean that any resource created by any DigitalOcean’s member can communicate with my resources?

Hi there,

No this is not the case. The DigitalOcean VPC networks are completely isolated from both other customers and other VPCs on your own account.
