In case you are referring to an API that lets you programmatically manage your Droplets and other resources DigitalOcean resources, yes you can use the DigitalOcean API as described here:

If you are referring to an API that is part of your Jutsi app, this should also be available out of the box with Jitsi, for more information you can take a look at their dev guide here:
