What is the reason for this report?

Should I allow to user upload images in my Laravel4.2 public folder

I think DO provide 20 GB storage if I allow to user to upload images in my public folder ,may be in future my storage may be reach to 5gb and my project file increase so , its ok or to allow to user upload images in my public folder
