Another way you can test your connection is using the mtr package. The basic use of the mtr command is to view the traceroute report for a remote machine. All you need to to do is provide the domain name or IP address of the remote system with the mtr command and the output will display the traceroute report in real time.
Additionally, what does the ping and traceroute commands return as an ouput? Additionally, have you considered it might be a network issues related to your ISP? Do you get the same connection speeds from other networks as well?
