sudo systemctl status for apache2 and for ssh show “Active: active (exited)” . Restart, reboot, and power-down do not help. What’s wrong?

It seems like you have a problem with Apache, rebooting your droplet won’t help you fix the problem. In order to pinpoint the exact source, I’ll recommend checking Apache2’s logs.
You can check the error log of Apache here :
/var/log/apache2/error_log
Try to restart Apache and see the error it would generate in the mentioned log file.
