What is the reason for this report?

I just added the card to Digital Ocean to get the free credits. As soon as I entered my card details. I get a message like

We are sorry to inform you that your account has been locked by DigitalOcean.

**Why did you block my account and why is my card charged ? ** I used my Indian account Debit card
