Can you execute one of the following commands for more details?
- journalctl -xe
- systemctl status webmin.service
You can also open a separate ssh connection and try to start the service while loading the journalctl logs.

Have you checked if something is not listening to that port already? If there is a process using this port, you won’t be able to start webadmin on the same port. You can check the used ports with the command:
nestat -tulpen
Now, if the port is not in use, there could be a thousand possibilities. What I’ll recommend you to do is, try and restart/start webadmin when it fails check your journal - journalctl -xe or the status of your service with systemctl status webadmin. If you don’t see anything there, then turn your attention to the webadmin error_log in there you’ll no doubt see the errors which are causing your service to fail.
