Connecting via the console inside your DigitalOcean account is effectively accessing your droplet from within the network (LAN). Pinging / Connecting to your droplet is trying to access the droplet over the WAN (Internet)
Have you enabled / altered anything before this started to happen or have you never been able to connect to your droplet?
Firewall could be a reason you cannot access your droplet for example
