What is the reason for this report?

Why don't you set the timezone automatically based on server location?

I think it’ll be helpful if the TZ is set according to the geo location of the server and it can be changed on requirement.

That’s a great suggestion. Part of this is a desire to ensure that no matter where you launch a droplet you will get the same result from the same image. I agree that this would be a good use of cloud-init. I recommend you submit the idea to our UserVoice site so our product managers are notified and others can vote on it.
