Why is there a “Russian Users Accounts” item in my “login.conf” file by default on my FreeBSD droplet in the United States?

While perusing the /etc/login.conf file on my FreeBSD 11.2 droplet, I found this surprising entry:

# Russian Users Accounts. Setup proper environment variables.
#
russian|Russian Users Accounts:\
	:charset=UTF-8:\
	:lang=ru_RU.UTF-8:\
	:tc=default:

Having set up this VM on Digital Ocean in the US, why would there be an entry for Russian language, but no other languages?
