Can you confirm what is the exact error that you get when you try to run the commands?
Note that you would need to have kubectl and helm installed on your PC before you could run the commands:
kubectl instructions:https://kubernetes.io/docs/tasks/tools/install-kubectl-windows/
helm instructions:https://helm.sh/docs/intro/install/

I have almost the same issue, the decoded password doesn’t work so can’t login. There’s no errors it just says the provided password is not correct.
