I have a site that is getting a fair amount of traffic and needs to be upgraded…Bluehost says that the number of concurrent connections is maxed out and what may be causing the famed “Error establishing a database connection.” What does DO do for this?

DO won’t do anything for this. I think you are missing the idea here. In DO you create your own server, VPS, droplets as we call them here. Droplets are created with the Operating System that you choose. You will have to install and configure on your own the webserver that you are going to use, firewall and many more things. In the Tutorials section you will find what you need to start. Also there are many projects that will do that for you, for example zpanel which will install everything for you and give you a web based control panel to manage your website, domain names etc.
In a sense, DO can fix that issue. I haven’t used Bluehost before, so I don’t know what they offer, but because you have so much freedom with your server via command line, you can essentially get rid of that problem with some tweaks. It just has a learning curve to it, but there are plenty of tutorials on DigitalOcean, and Googling helps a lot.
