What is the reason for this report?

"Additional Information Required" / Admin_Locked

Recently I created an account on DigitalOcean. Just after I finished the process and saw the provision on my credit card and go next page system gave me a message as “Additional Information Required”. I created a ticket but I can’t get an answer for my ticket also. To use your system should not be this hard. Please help me about this problem.
