I have a image with 394.6 GB of data. When I try to create a droplet for this image I have only have one choice (the other’s are greyed out). The only choice REQUIRES me to select 2x SSD and costs $1300 per month. It’s the largest possible server available. Why can’t my image fit on a smaller droplet since it’s contents should fit on a droplet that costs $520 per month with 400GB of drive space?

So even if you were able to select the smaller Droplet sizes, you’d probably run into issues creating it.
Is there any way you can rebuild it as a smaller custom image and then download the large files onto the VM or an attached block storage volume upon first startup?
