What I could suggest is defining the dockerfile_path so that the App platform does not attempt to use the Cloud Native Buildpacks to build your application.
Example:

services:
- name: web
git:
repo_clone_url: https://github.com/digitalocean/sample-dockerfile.git

dockerfile_path: Dockerfile
