When I am trying to add a payment method, I am being charged ~Rs1200. I don’t understand this charge as I am still not using digital ocean for anything.

No worries - this is just a temporary authorization hold, not an actual charge!
When you add a payment method to DigitalOcean, they place a small temporary hold on your card to verify it’s valid. This amount will be released back to your account within 5-7 business days (sometimes sooner, depending on your bank).
You won’t actually be charged until you start using DigitalOcean services like Droplets, Databases, etc. The hold is just a verification step.
If the hold doesn’t drop after a week or you have concerns, definitely reach out to DigitalOcean support through a ticket, they can check your account and help sort it out.

We may send a preauthorization request to the issuing bank to verify that the bank issued the card and can authorize charges. These temporary preauthorization holds may appear on your statement for up to 7 days, but you are not being charged and no funds are being transferred from your card or account to DigitalOcean.
