Can I install my own OS, iso, to a droplet? Debian based. Also do the transfer rates mean the amount of data transferred in and out of the droplet per month?

At the moment, DigitalOcean does not allow custom ISO images to be uploaded, though they do offer a wide variety of OS’s to choose from, including Debian, Ubuntu, CentOS, CoreOS, FreeBSD, Fedora and CentOS.
As for bandwidth, yes, the amounts shown are the total bandwidth allowed (in+out) for each month.
