Supongo que por la pregunta que haces, te gustaría poner un Droplet suspendido temporalmente para que no se te cobre nada. Lamentablemente esto no es posible, ya que en cierto modo estás utilizando espacio en disco, CPU, RAM y ciertos recursos que se te asignan.
Lo que si puedes hacer es un Snapshot actual de tu Droplet y posteriormente lo eliminas, de esta manera cuando tú lo consideres oportuno puedes recuperar esa copia y volver a ejecutarlo fácilmente.

You can stop your Droplet from your control Panel so that it’s offline.
This means you’ll still need to pay invoiced for it as it still takes space on DigitalOcean’s systems but it will be shut down and it won’t generate bandwidth to increase your invoice.
Suspending and not paying for the Droplet means it will be removed at some point.
Another alternative is to create a Snapshot of the Droplet, remove the Droplet and once you need to turn it on again, use the Snapshot you did and re-create it.
