To activate my PLC block place, I have created IP address on DO. But when I put this IP address on my PLC link, connection failed. I contacted support of PLC, the support team replied that my server is not available on port 29333 and I need to contact my server vendor.

Have you opened the port 29333 of your firewall? If you’re using ufw, then something like ufw allow 29333 should do.
By default all ports are denied, and must be explicitly opened.
