I want to build a blockchain program where information about users can be collected from their devices through registration and stored on the blockchain database and those information will be used to locate and identify users and other participating users on the blockchain network also storing a chunk of the blockchain database on each users device and keeps updating the database on entry of new users. But I have little idea on how to write the codes.

What I could suggest in this case is starting with a CMS like WordPress. It is free and opensource and you don’t really need to write any code.
You can deploy WordPress with 1-Click by following the steps here:
https://marketplace.digitalocean.com/apps/wordpress
There are a lot of free plugins for WordPress which you could use to expand the functionality of your website.
