Can I run cpanel and Dream Factory on onr single droplet? I want to move multiple small scale sites from a shared hosting account, but I also want to be able to use Dream Factory for my Apps and other REST API’s

This should totally be doable. DreamFactory Services Platform is essentially a PHP based website (as far as the host environment is concerned.) As long as your cpanel uses the same PHP version and you have enough resources they should run great side by side.

This should be totally fine. Keep in mind that if you need to enable any additional PHP extension this needs to happen through EasyApache4 in order not to cause issues with the rest of the cPanel configuration.
I would strongly recommend against attempting to run some complicated software and cPanel on the same server, basically anything that requires a manual install of additional packages that are not managed via cPanel.
cPanel/WHM is very specific about what software is on a server when it is installed. Once a cPanel/WHM server is set up you should manage it with the control panel and WHM command line tools only as changing configuration files or other things outside of cPanel/WHM can again break things.
