I added the DO agent manually a few weeks ago, but no charts have shown up.

Same… no charts, but agent is installed and verified. Also on Ubuntu 18.04.
You just have to wait I guess, took 5+ minutes on Ubuntu 18.04 after upgrading the agent as instructed
