There are monthly traffic limits for various plans. I would expect to eat up most of that limit when doing a migration from the old site (which is hosted by a provider other than Digital Ocean) onto a new droplet. Does this initial migration count against the monthly traffic limit?

All the traffic on server is counted within the limit. At this point, however, because DigitalOcean does not provide the user with a way to see their bandwidth usage, users are not billed for their bandwidth usage if they go over the bandwidth limit.
