If you’re resizing to a valid droplet size (which the UI should force) one with a bigger or the same disk size and the droplet is turned off you’re doing everything correctly.
You would be best to contact support using the ticket system so they can look into it via your account, as none of us in the community forum are going to be able to help, sorry :(
