A snapshot or backup image will restore the Droplet to the state that it was in when the service last ran (i.e the snapshot or backup service).
Both snapshots and backups are full-state backups in that they mirror the OS, services, and setup as it is when the service executes. So anything that existed prior to the snapshot or backup will exist, or at least should, when the snapshot or backup is restored.
