You are receiving that error because ElasticSearch isn’t running and as a result the port where it would be listening for connections isn’t open.
To get a view of all of your open ports and listening connections you can issue the following command:
netstat -natp
You can try to restart ElasticSearch and see if it appears in netstat, otherwise you would have to goto the logs directory of your ElasticSearch install and review the error log for more information.
