It seems implied but I cannot find anywhere it is explicitly stated whether your Droplet IP address is preserved upon a flexible resize.
Can anyone answer this?

Flexible, permanent, either way, the IP address is yours until you outright destroy the droplet. Now, if you needed to undo a permanent resize, you would probably lose your IP address in the ensuing process of creating a smaller secondary droplet and moving your data into it. Unless support is into doing manual shrinks for droplets.
