Grant on File permission is not working for the user doadmin.

Grant on File permission is not working for the user doadmin. Can you please guide us how to do that?
I have tried the following query:
SELECT id, url, html INTO OUTFILE ‘/tmp/test.txt’ FIELDS TERMINATED BY ‘,’ OPTIONALLY ENCLOSED BY ‘"’ LINES TERMINATED BY ’ ’ FROM test;
but got the following error: ERROR 1227 (42000): Access denied; you need (at least one of) the FILE privilege(s) for this operation

Hi,
The operation (INTO OUTFILE) is potentially very dangerous, and we don’t currently allow this in managed mysql services, because it could allow overwriting etc.
