Hosting a website thats live for 24 hrs x 30 days So how the pricing works?

Hi, i am planning of shifting to digital ocean cloud vps so i am confused how the billing actually works. My question is that i have a news website that will run for 24x7 for a month without stopping so if i consider the $15/mo plan and host my website on it then how i will be charged? There are 744 hours in a month of august so if i pay $15/mo then its fine but according to hourly billing its $0.022/hr so it will be (0.022 x 744) = $16.368 now this is confusing me whether i am paying for a month or an hour? and another question is how the hourly charge works? if my website is to stay live for a whole month without stopping then i will be charged as long as the website? and suppose if there are no visitors on my website then still it will be considered running and i will keep getting charged?
