Hello,
You need to change your DNS record at your domain registrar, so that is the company where you bought your domain. Most of the domain registrars have a control panel where you can edit your records, you need to get in there and change the IP to your new server.
You don’t need to stop your old VPS, once you edited your DNS record it should work after a while. You probably need to wait a few hours before your ISP had a DNS update.
You can not run multiple teamspeak servers on one license, so you need to stop and remove teamspeak on your old VPS, wait some time before teamspeak updates the status and use this license on your new one.
