Google will sometimes block whole ranges of “known datacenter IPs.” For scholar.google.com in particular, it is quite common. We work hard to improve the “reputation” of our IP blocks in a number of ways, but unfortunately there isn’t much we can do on a short term basis.

Migrating your VPN to a different datacenter might be your best solution.

For me , enabling ipv6 did work. I have forgot which web forum discussing this topic helped me. Just search it.(seems to be v2ex) But after I enabling ipv6 , I can use scholar.google but can not use regular google search. And I have’t figure out why. Fuck the gov.
